Minutes of the August 3, 2000 meeting at IHSAA headquarters

MINUTES
Minutes of the June 16, 2000 meeting were recommended for approval. A motion for approval was made by Janis Qualizza; seconded by Mike Blackburn; motion passed 8-0.
POWERS & DUTIES OF THE EXECUTIVE COMMITTEE
Commissioner Ress reviewed, with the Committee, those sections of the IHSAA Policy Manual dealing with the powers and duties of the Executive Committee.
EXECUTIVE COMMITTEE AGENDAS
Commissioner Ress presented the probable agendas for the monthly Executive Committee meetings during 2000-2001.
RULES INTERPRETATION MEETINGS
Assistant Commissioner Wynns requested the Executive Committee mandate that coaches and officials attend IHSAA Rules Interpretation Meetings in their respective sports. The sports in which rules interpretation meetings will be conducted are: baseball, basketball, football, golf, gymnastics, soccer, softball, swimming & diving, track & field, volleyball and wrestling. A motion to mandate that attendance of coaches and officials at IHSAA Rules Interpretation Meetings was made by Oren Sutherlin; seconded by Joseph Trimboli; motion passed 8-0.
2000-2001 VOLLEYBALL TOURNAMENT SERIES
Assistant Commissioner Searcy reported on site changes and other preliminary plans for the 2000-2001 Volleyball Tournament Series. The following information was included in this recommendation:

Advance Ticket Sales
Member high schools and middle schools shall be given the opportunity to purchase pre-sale reduced price tickets ($8), if the school orders 10 or more prior to October 4, 2000.
A motion to approve the recommendations for the 2000-2001 Volleyball Tournament Series was made by Mike Blackburn; seconded by Linda Barnett; motion passed 8-0.
2000-2001 FOOTBALL TOURNAMENT SERIES
Assistant Commissioner Cox presented plans for the 2000-2001 Football Tournament Series. The following information was included in that recommendation:
1. The eighth team assigned in each sectional shall conduct the pre-tourney meeting. In seven-team sectionals, the seventh team listed will host the pre-tourney meeting again.
A motion to approve the recommendations for the 2000-01 Football Tournament Series was made by Janis Qualizza; seconded by Oren Sutherlin; motion passed 8-0.
2000-2001 GOLF TOURNAMENT SITE SELECTION
After receiving bids from several golf courses, Commissioner Ress recommended that The Legends of Indiana be approved as the site for the 2000-2001 Girls and Boys Golf State Championships. A motion to approve the recommendation was made by Cecil Raymond; seconded by Joseph Trimboli; motion passed 8-0.
METHODIST SPORTS MEDICINE PROPOSAL
Commissioner Ress distributed a proposal from Methodist Sports Medicine regarding medical coverage for all IHSAA State Tournaments. The agreement also includes Methodist Sports Medicine sponsoring weekly radio programs focusing on IHSAA athletic programs. A motion to approve the proposal was made by Oren Sutherlin; seconded by Mike Blackburn; motion passed 8-0.
ATTENDANCE AT CONFERENCES and WORKSHOPS
Commissioner Ress requested permission to have representatives attend the conferences and workshops outlined below:
The Mid-West Officials Meetings will be conducted September 17-19, 2000 in Bloomington, Ill. Assistant Commissioner Wynns will be an active participant in this event.
The National Federation Section IV Meetings will be Sept. 21-22, 2000 at Boone, Iowa. Permission is requested for Commissioner Ress to attend.
The Midwest States Seminar is scheduled for September 28-29, 2000, in Schaumburg, Ill. Permission is requested for Commissioner Ress and Chairman Dale Crafton to attend.
The National Federation’s Winter Meeting will be January 3-6, 2001 at Marco Island, Fla. Permission is requested for staff members involved in issues that are on the agenda to attend these sessions.
A motion to approve the recommended participation in these workshops was made by Mike Blackburn; seconded by Janis Qualizza; motion passed 8-0.
FINANCIAL REPORT
Commissioner Ress presented the June financial report of the Association.
The following reports were presented regarding the financial status of sports conducted during the spring season.
TRANSFERS
Associate Commissioner Craft reported on transfers that have been ruled on since June 2000. This report included the following actions as of Aug. 3:
Full Eligibility – 67.
Limited Eligibility – 14.
Ineligible – 0.
Total – 81.
LITIGATION
Attorney Bob Baker updated the Executive Committee on the current status of pending litigation against the Association.
DIRECTORS AND OFFICERS LIABILITY INSURANCE
Commissioner Ress explained the Director and Officers Liability Insurance coverage to the Executive Committee.
NON-TEACHING COACHES EDUCATION
Assistant Commissioner Cox reported that the IHSAA hosted an NFHS Coaching Education course for non-teaching coaches on July 24, 2000. Twenty-five (25) coaches attended. The IHSAA will again host an NFHS Coaching Education course on October 12.
NEW ATHLETIC DIRECTORS WORKSHOP
Assistant Commissioner Cox reported that the IHSAA and the Indiana Interscholastic Athletic Administrators Association (IIAAA) are co-sponsoring a workshop for new athletic administrators at the IHSAA offices on August 8th and 9th. Twenty-six (26) administrators have registered for this two-day workshop.
PENALTIES ASSESSED
The following penalties were assessed for various violations of the IHSAA By-Laws:
Fort Wayne Snider High School
Commissioner Ress reported the following action as a result of a violation of Rule 15-3.6.
Logansport High School
Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3ba(4).
Woodlan High School
Commissioner Ress reported the following action as a result of a violation of Rule 9-13.
IHSAA REVIEW COMMITTEE PROCEDURES
Attorney Bob Baker reviewed hearing procedures with the Executive Committee.
IHSAA DISTINGUISHED MEDIA SERVICE AWARDS
Commissioner Ress distributed information regarding the selection process for the IHSAA Distinguished Media Service Awards. An award is presented annually in each IHSAA district. Committee members were requested to give serious consideration to identifying potential candidates in their district so that honorees can be selected in a timely fashion.
AREA PRINCIPAL MEETINGS
Commissioner Ress requested that Executive Committee members start planning date/s and location/s for the Fall Area Principal Meetings. Late October and November is the recommended timeframe for scheduling these annual meetings.
SOFTBALL TOURNAMENT SERIES
Joseph Trimboli shared the concern of his district regarding softball and the recent decision to move the season and tournament series one week earlier than in past years. Several athletic directors are concerned that the change could eliminate one week from the season due to inclement weather in northern Indiana. After discussion, Joseph Trimboli made a motion to rescind the May decision to move the start of the softball season one week earlier; seconded by Janis Qualizza. A motion failed 2-6, with Trimboli and Qualizza supporting the proposal.
The August meeting of the Executive Committee was adjourned. The next meeting of the Executive Committee will be at 8 a.m. on Sept. 7, 2000 at IHSAA headquarters.
